From standalone tenders to our Dynamic Purchasing System (DPS) and Public Sector Portfolios, organisations can choose an approach suited to their procurement and energy requirements.

For organisations choosing our Public Sector Portfolio, energy can be managed through a bespoke strategy while retaining the additional trading flexibility available through the wider portfolio.

This approach positions EIC Partnership as the optimal partner for public sector energy management.

Public Sector Procurement Options

EIC Partnership can support public sector organisations, including local authorities, NHS Trusts and educational bodies, through a variety of energy procurement options.

These include a full Procurement Act 2023 compliant tender, tenders through our Dynamic Purchasing System (DPS), and our Public Sector Portfolios.

This range of options enables organisations to select an appropriate procurement route and offer both fixed and flexible procurement options.

  • Standalone Public Sector Procurement

The key to a successful tender is ensuring that your invitation to tender clearly identifies your requirements and that suppliers understand them.

EIC Partnership will develop a bespoke tender in which your needs and the criteria used to assess responses are clearly defined.

The EIC Partnership DPS has four Lots, allowing tenders for:

    • Lot 1 – Fixed electricity
    • Lot 2 – Flexible & basket electricity
    • Lot 3 – Fixed gas
    • Lot 4 – Flexible & basket gas

Tenders can therefore be issued to suppliers registered for the relevant Lot, with responses assessed against your organisation’s requirements.

The DPS is open to all public sector organisations, enabling EIC Partnership to support procurement requirements across the sector.

  • Public Sector Portfolio

EIC Partnership completed a tender process through DPS Lots 2 and 4 to establish our Public Sector Portfolios.

Supplier offers were assessed on contractual fees, trading flexibility, and quality of service.

Organisations can join the Portfolio at any time and choose from a range of renewable energy options.

Benefits of EIC Partnership’s Public Sector Procurement

EIC Partnership gives public sector organisations access to multiple procurement routes, providing flexibility in how energy contracts are tendered and managed.

  • Individual Risk Management
Public Sector Portfolio members can have their own bespoke risk management strategy, with positions traded alongside other organisations or individually depending on their requirements and market conditions.
  • Dedicated Account Management
Your organisation will have a dedicated Flexible Account Manager to oversee contracts, budgets, consumption queries and supplier communications, supported by an Account Executive handling tenancy changes, meter work and registrations when suppliers change.
  • Your Own Positions and Pricing
Each organisation retains its own energy positions and unit rates, with no cross-subsidisation between members of the Portfolio.
  • Flexible Strategies
Your procurement strategy can be tailored to your requirements, including using different approaches for different periods as your needs and market conditions change.
  • Position Reports and Market Intelligence
EIC Partnership will provide regular position reports and market intelligence, giving you clear visibility of your energy position while keeping you informed of market conditions, key drivers and relevant industry developments.
  • Flexible Portfolio Participation
Organisations can join the Public Sector Portfolio at any time and benefit from an established procurement arrangement, with selected suppliers also offering a range of renewable energy options.
